IMPORT OF WHEAT FOR THE CENTRAL POOL DURING 2006-07

 

 

  • Government procures wheat for the Central Pool from farmers during the months April-June every year to meet the requirements of Targetted Public Distribution System (TPDS), various welfare schemes, Open Market Sale Scheme (OMSS) to control market prices as and when necessary, natural calamities etc. The buffer norms vary from quarter to quarter.  The buffer norms at the beginning of each quarter are as under:-

  • The demand of wheat was estimated as under:

 

ü      For TPDS at 100% for Below Poverty Line (BPL) and Antodya Anna Yojna (AAY) entitlement (wheat) is 85 lakh tons. 

 

ü      Above Poverty Line (APL) allocation pegged at last year level including ad-hoc allocation level is around 45 lakh tons. 

 

ü      Sampoorna Gramin Rozgar Yojna (SGRY) and other welfare schemes require 10 lakh tons

 

ü      Provisions for open market sales and for calamity relief is approx. 10 lakh tons.

 

Thus, the total demand of wheat in the Central Pool during 2006-07 was estimated to be 150 lakh tons.  Besides, this a buffer of 40 lakh tons is also maintained to meet any contingency.

 

 

1.         Decision to import 5 lakh tons of wheat

 

 

            Keeping in view the deficit of about 20 lakh tonnes in the stock of wheat against the buffer norm of 82 lakh tons as on 1st January, 2006 as well as high open market prices, a decision was taken in February, 2006 to import 5 lakh tonnes of wheat through STC. 

 

 


 

 

 

2.         Decision to import 30 lakh tons of wheat

 

            As on 01.4.2006, the stock of wheat in the Central Pool was 20.19 lakh tonnes against a buffer norm of 40 lakh tonnes.  In order to meet the requirement of wheat under TPDS and other welfare schemes during 2006-07, the Government took a decision on 22nd April, 2006 to import a further quantity of 30 lakh tonnes of wheat.  The Government also simultaneously approved an incentive bonus of Rs.50/- per quintal over and above MSP of Rs.650/- per quintal for the wheat procured during the period 20.3.2006 to 30.6.2006 in order to boost the procurement and also to give a better price to the farmers.

 

 

3.         Decision taken to import 5 lakh tons of wheat

 

            As on 1st July 2006, only 93.20 lakh tons of wheat was available in the Central Pool against buffer norms of 171 lakh tons.  Hence, the Government decided to import a quantity of 20 lakh tonnes of wheat for the Central Pool on 11th July 2006.


 

IMPORT  OF WHEAT FOR THE CENTRAL POOL IN 2007-08

 

 

 

  • It was anticipated that procurement for the Central Pool may fall short of the estimated requirement.  Hence, the Government decided to import wheat during 2007-08.  In fact, the procurement could reach only about 111 lakh tons against the requirement of 150 lakh tons for the Central Pool.

 

  • Accordingly, global tenders were invited through STC/MMTC/PEC Ltd. and import finalized. 

 

  • In all, orders for import of a total quantity of 17.985 lakh tons of wheat were placed out of which 17.69 lakh tons have arrived in the country.

 

  • The details of orders placed are enumerated below:- 

 

 

TENDER FLOATED BY STC ON 26.6.2007

 

  • STC on 26.06.2007 floated a global tender for import of one million tons of wheat. 
  • The tender was opened on 04.07.2007.

 

  • A total of seven bids were received out of which five bids were found valid: (i) Glencore, Netherland  (ii) Rias Trading S.A., Switzerland (iii) Toepfer International Asia Pte. Ltd. Singapore (iv) Concordia Agri Trading Pte. Ltd. Singapore (v) Cargill International, Switzerland.

 

  • Government decided to purchase 5.11 lakh tons of wheat at landed cost of US $ 325.59.

 

  • Accordingly, STC placed orders as per the following details:-

  • Government advised STC on 22.08.2007 to float another global tender for import of wheat.

 

  • STC, accordingly, floated a global tender on 23.08.2007.

 

  • The tender was opened on 29.08.2007.

 

  • Total eight bids were received and out of which five bids were found valid.  The valid bids were from:

(ii)                Ameropa S.A. Switzerland, 

(iii)       Starcom Resources Pte. Ltd., Singapore,

  • The Government decided to authorize MMTC and PEC besides STC, to import wheat on Government account for the Central Pool.

 

  • The Government reviewed the requirement of wheat under TPDS and other welfare schemes and decided to import 10.00 lakh tons of wheat.

 

  • Accordingly, MMTC floated a global tender on 12.11.2007.

 

  • Tender opened on 19.11.2007. 

 

  • A total of eight bids were received out of which seven bids were found to be valid:

IMPORT DUTY STRUCTURE & REGIME

 

A.  Import of Wheat

·        Import duty on wheat was reduced from 50% to 5% on 28.06.2006 and to Zero % w.e.f. 09.09.2006.

 

·        In view of good progress of procurement for the Central Pool the Government decided in May 2008 not to import wheat during the year 2008-09. 

 

·        On 05.03.2009 the Government decided that Import of wheat at Zero duty may be continued till further orders and may be reviewed periodically keeping in view domestic wholesale prices and landed price of imports.

 

·        On 31.03.2009 the Government has withdrawn the full exemption of custom duty which was imposed vide notification no. 21/2002-Cutoms dated 01.03.2002 and imposed a basic custom duty of 30% advalorem on wheat flour w.e.f. 01.04.2009.

 

B.  Import of Rice

 

·        Import of rice allowed at zero duty from 01.03.2008 to 01.04.2009.

 

·        The Government has withdrawn on 31.03.2009 the full exemption on customs duty which was imposed vide notification no. 21/2002-Cutoms dated 01.03.2002 and imposed a basic custom duty of 70% to 80% advalorem on semi-milled or wholly-milled rice w.e.f. 01.04.2009.

 

EXPORT DUTY STRUCTURE & REGIME

 

A.     Export of Wheat

·        Export of rice and Wheat from the Central Pool stocks was stopped w.e.f. 11.8.2003. After meeting the pending commitments of exports, sale of foodgrains for commercial exports was totally stopped w.e.f 1st October, 2004. As per orders issued vide O.M. No. 176(1)/2003-Py.I dated 25th March, 2008 of this Department, export of rice, wheat and wheat products from Central Pool is to remain discontinued till further orders. However, humanitarian assistance/aid to needy countries has been given, from time to time, on need basis, at the prevailing export price on the date of lifting.

·        Export of wheat on private account was banned vide DGFT’s Notification dated 09.02.2007.

·        Export of wheat products (maida, rava/sirgi, whole meal atta and resultant atta) was banned from 08.10.2007.

     

B.       Export of Rice:-

 

·                 Export of non-basmati rice from the country was banned vide DGFT’s Notification dated 15th October, 2007. Subsequently Minimum Export Price (MEP) was fixed for export of non-basmati rice, which was revised from time to time. Details regarding revision of MEP are as under:-

In view of the tight position of rice in the domestic market, export of non-basmati rice was prohibited w.e.f. 1st April, 2008.

 

·                 For export of basmati rice a minimum export price was fixed. Till 19.1.2009, MEP of the basmati rice was US $ 1200 per ton or Rs 48,000 per ton w.e.f 1.4.2008.    In addition, a customs duty of Rs.8000 per ton had also been imposed on export of basmati rice vide Notification   dated 10.5.2008.

 

·                 The  Minimum Export price of basmati rice was reduced from $ 1200/tonne to $ 1100/tonne or Rs. 49500/- per tonne w.e.f 20.1.2009 and in the interest of promoting export of basmati rice, the export duty has been removed w,e,f, 20.1.2009.

 

·                 Export of PUSA 1121 non-basmati rice of 2008 of Kharif crop was allowed vide DGFT’s notification dated 5th September, 2008 to ensure remunerative prices to the farmers, subject to FOB fixation at minimum US $ 1200/ton and port-of-shipment stipulation through 6 ports only (Kandla, Kakinada, JNPT, Mumbai, Mudra and Pipavav).

 

·                 Further, it was decided by the Government in November 2008 to treat PUSA 1121 variety of rice as basmati. 

 

·                 It has been decided in the meeting dated 05.03.2009 of the EGoM that a quantity of 20 lakh tons of rice on diplomatic basis through Ministry of External Affairs to African nation/friendly countries in KMS 2008-09 will be exported. This includes 55,000 tons of rice which have already been permitted to Nigeria, Senegal, Ghana and Cameroon, out of the quantity of 2.25 lakh tons of non-basmati rice approved by EGoM on 05.08.2009.

 

After 05.03.2009 Government has approved for export of non-basmati rice to 21 African countries.
